In the background of economic globalization and education internationalization, especially the18th CPC National Congress and the Third Plenary Session of the18th Central Committee of the Communist puts forward new development strategy and demand for deepening reform for the cause of China science and technology, it is core resource in developing subject, improving scientific research level and reaching college’s target of college teacher. The college manager should use different incentive measures to improve teacher’s initiative of work.This assay uses various research methods such as literature research, induction, comparison research and mathematical model research. The contents of this assay concluder(1) principal-agent problems between university and teacher;(2)design of university teacher incentive model;(3) countermeasures and advices of improving university teacher incentive mechanism.This paper regards teachers in teaching and research of university as research object. First, the research discusses principal-agent problems between university and teacher, then figure out cause of the problems. Then, this assay design the principal-agent model for the university teacher based on the theory and the condition of university. According to the result of the model, the research conclude the influencing factors for incentive problem of university teacher. At last, this part put forwards advices for improving the university teacher’s incentive mechanism in four aspects, and points out some shortages and the direction for the future research.
