With the development of society and science, education is becoming more and more important in society. Public universities which are dominant are the main part of the higher education. For a long time, the public universities are operated as public services so that the management mode of single-government finance and unified planning contributes to lack of incentive mechanism of public universities.This essay is to improve the incentive institutionalization of the public university administrator and teacher The main train of thought is: analysis of the impact of employee behavior selection factors, found the existing problem that exists in incentive mechanism, and then combines with the behavior choice factors to improve the incentive mechanism.At first, the modern economics has realized that the impetus of efficiency is not only from incentive of market competition, but also from the inner part of organizations themselves. The university administrators have everything to do with the development of university, and are also its key and soul. The building of reasonable incentive mechanism for them will be in favor of improving their enthusiasm for administration, limiting their illegal behavior and promoting the operating efficiency of university. Since1970s, principal agent theory based on information economics focuses on the incentive-restriction of principal to agent and reducing the cost of agent and improving profits. On the basis of principal agent theory, the thesis, by virtue of the economics methodology and game theory, designs the incentive mechanism for university administrators by analysis of theoretical mode in order to make the agents who are university administrators perform as the will of principals to realize the maximization of educational profits.Next, besides the administrators in university, another group that consists of university tutors has a significant influence on existence and development of university. The focus of enhancing the quality of education lies in improving the quality of tutors, and the building of highly efficient incentive mechanism is the importance guarantee of improving the quality of tutors. The main part of incentive mechanism includes personal system major part of employ and promotion and payment systems major part of salary and benefits. Starting from the profession and its feature of university tutors, the thesis analyses all sorts of factors affecting the tutors. Regarding the labor economics, information economics and management economics as analysis tools, the thesis catches up with optimizing method of university incentive mechanism from the aspect of theory and institutionalization.This paper mainly focuses on the salary system of public university employees to improve the incentive mechanism, for other forms of incentive mechanism is not in-depth discussion, hope from the salary system optimization of university staff incentive mechanism and make a little contribution.
