The Responsibility Of Government Managing Higher Education In The View Of Public Governance

Along with the socialism market economy system gradually consummation, technical revolution changing with each new day, and influenced by the strategic of education priority to development, the traditional versatile and controlling government already cannot adapt to the needs of the development of social and universities, seriously hindering the healthy development of the higher education. The governance theory emerged in the 1990's, and the practice of the governance theory has influenced the management of higher education significantly and profoundly. The proposal of public governance theory results in the changing of the traditional paradigm in the government management, and the government responsibility in the management of higher education must be re-positioned.This article focus on confirmed and clarified the management responsibility in higher education from the view of the public governance theory. It can be divided into five parts: The first part is introduction, introducing the background and research status of this topic in order to clear the intention of writing this article. The second part outlines government responsibility in the management of higher education, starting with the product attributes of higher education, and analyzing the corresponding responsibility the government should be assumed in the management of higher education. The third part is the interpretation of public governance theory, introducing the social background and the main content of the western public governance theory, and analyzing the adaptability of the public governance in higher education management. The forth part discusses the status of Chinese government responsibility in the higher education management. The fifth part gives specific measures to improve the management system of government responsibility against the problem in the process of the higher education management. The last part is the conclusion.This article uses literature method, history method, interpretation method and other research methods. There is an innovation in introducing the public governance theory into higher education management and in instructing the system of administrative responsibility. The article has an important theoretical and practical significance in enriching and improving the management system of higher education in China.
