The quality of teachers'lesson plans is deeply concerned with students learning effects, and also influences their self developments, which is exactly currently the most confused problem in our New Curriculum Reformation. In this case, if we can not solve all the actual problems about lesson plans, we nearly have no chance to meet the success in the process. Now, it proved that some primary teachers copy others or just finish their lesson plan in case of checking. Even, some teachers prefer escaping from preparing their lesson plans. We call them problems of teachers'lesson planning. Through questionnaires, interviews of Chengdu J primary school teachers, we found many teachers preparation issues, such as direct application Great teaching plans; Internet Download forming lesson plan; to prepare lessons and plan writing equivalent; depending on collective preparing etc. From all above, there are really something serious: compared with contents, some teachers pay much more attention on from or ignore the process of thinking. We should come to a conclusion that they were forced to make their lesson plan; they never thought their lesson plans are useful.There are the external and internal causes of lesson plan problems. The external causes, for instants, analyses on school management, education training, and school circumstance management. And the internal causes, the expression of three factors: teacher's faith, their teaching theory and their self developments. Based on the analysis above, here are some management reformations. Firstly, the manager of school should create a fine environment to prepare for the administrative reform. The manager of school should control the way of making lesson plan through out the managements of school's daily routing; define the relationship between the school management and lesson plan management. Improve the way of management, based on the thinking of people-oriented; Managers should update the concept, adjust their attitude and positive response the failures in this process. Secondly, in the fine management environment, carry out the reform and try to solve the problems of teachers'lesson plan. The reformation should follow those steps: improve the understanding of making lesson plan; improve the quality of managers; reform the way of making lesson plan, pay more attention on contents; guarantee the affection of group lesson plan; emphasize the training of specialty and teaching resources. Disagree that the didactic can do something further than practice. Reasoning punishment and positive affirmation are much better. At last, provide the flowchart though the lesson planning management and school controlling; evaluation standard made by teaching group; teachers'experiences on management improvement.
