Study On The Index Systems Of The University Counselor Competency Evaluation

As the mainstay of the ideological and political education, university counselors shoulder the responsibility of educating students through education, service and management, acting as organizers, practitioners and instructors in the daily management of the ideological and political education of college students, thus playing the irreplaceable role. At present, the total number of counselors has reached 100 000 in the nation. While satisfaction of counselor job generally resulted in low level and the construction of the university counselors troop has been severely affected, resulting from the social non-understanding and the intangible results of the work of counselors. Therefore, the proper selection, training, and assessment are particularly important to university counselors. The paper research on the elements, dimensions and system building of the index systems of the university counselor competency evaluation, based on the empirical analysis on the team of counselors from China University of Petroleum (East China), written in the perspective of exploitation of talent resource and with research method of competency, thus making the paper enjoys highly significance both theoretically and practically.With reference to the theories of the research on the competency of counselors both domestic and abroad, the paper shows that in the focus group interviews held among the 23 counselor representatives from China University of Petroleum (East China), 12 counselor competence elements were initially identified by experts, namely management, education, learning, innovation, ideological and moral qualities, scientific and cultural quality, health quality, working enthusiasm, impartiality, affinity, communication, listening and sensitivity. The "college counselor Competency Questionnaire" was developed on the basis of this result and was used in the survey for 83 counselors of China University of Petroleum (East China). The data collected in the survey was statistically analyzed with the software of SPSS. Factor analysis shows 4 counselors competency latitudes as professional competence, professionalism, personal charm and sense of responsibility, which just build a index system for college counselor competency evaluation and put forward relevant measures, as well as provide a theoretical basis and support for the college counselor's selection, training and examination.
