Counselor system is the characteristic of the socialist university. The trend of strengthening the counselors staff construction is inevasible for college to be transformed from personnel management to human resource management. And the way of effective selection and staffing of counselor is the primary concern in the process. Based on the previous research, the paper constructs the counselor competency model and verifies them, on the ground of college administration.In this study, we use the methods of searching the literature, conversation, open questionnaire On the basis of investigating counselor competency, we pose the theoretical assumptions of counselor competency. After the beginning of measurements and the corresponding statistical analysis, we format the formal questionnaire. The formal questionnaire composed of 68 questions We give 350 counselors the questionnaire to investigate the competency of university counselors, through correlation analysis, factor analysis, ANOVA, and some other analysis of statistical methods, we find that:First, college counselor competency consists of 10 dimensions, that is care of students, learning ability, influence, organizational ability, self-regulation, psychological counseling capacity, reflecting cognitive, interpersonal communication skills, team leadership, monitoring capability. Through confirmatory factor analysis, this model fit the data well, that is to say our model is a good model.Second, in our study, general descriptive statistics of the various dimensions of competency indicators showed that subjects were generally considered student-friendly as the most important competency, followed by the team leadership, organizational capacity, reflecting cognitive , the influence, learning ability and psychological counseling ability, the ability of several other dimensions are similar. As the needs of society and the environment changes, there is a greater emphasis on "the training program for students to grow," instructor with a very strong need to care for students, sense of service; In addition, because the special nature of counselor work, they often need to co-ordination between people, things and things, so organizational and communications skills is very important. Our idea is basically consistent. Third, through the analysis of variance, results showed that all dimensions of competency in college counselor age were not significantly different; organization competent of counselor with different degree was not different significantly. Learning ability, self-adjusting ability both were significantly different.Last, the independent sample T test results show that the counselor competency of the influence and cognitive abilities in gender exist significantly different, while the other eight dimensions do not exist in a statistical significant difference.
