Higher vocational school teachers are creator of vocational education. The teacher resources play a strategic role in deciding the future and the fate of vocational schools. Nowadays, more and more focus is put on vocational education in China. However, the quantity and quality of vocational school teachers inhibit the development of vocational schools. Academic belief, loyalty, cooperation and creation teachers hold are the dynamic and energetic power of schools'development. Therefore, how to activate teachers'initiative, creation, and how to tap teachers'potential become an important topic both in encouraging theory and in practice.This thesis is based on encouraging theory of necessity level. Related theories are summarized at the beginning. Then the author comes up with the necessity of encouragement for vocational teachers in combination with the characteristic of vocational teachers. As teachers and the school have common benefits, the essence of encouraging system is to achieve double development of the school and teachers by fulfilling teachers'request, stimulating their enthusiasm.The author will take ShengLi vocational school for example. First, comparison and analysis to the current situation of teachers'resources and request are carried out by means of presentation, interview, questionnaire and policy analysis. It aims to know various level and necessity intensity. Then, according to the result of research, the author will analyze the organizations'influence to encouraging system, and propose some constructive and feasible suggestions as to how to improve the current encouraging system, how to form an effective one in practice. Finally, on the basis of combination with material and spiritual encouragement, the author comes up with specific approaches in terms of three aspects: salary system management, training development management and position promotion management.The author has lots of working experience in vocational school, so the author know how significant and urgent the effective encouragement is for vocational teachers. It's hoped that the thesis could be helpful and inspiring for directors of management in vocational schools.
