Vocational College is to train innovative talents and application of the important bases. At present, the higher vocational education situation in front of one of the new knowledge economy, education, given the advent of new historical mission of higher vocational colleges;Second, with several years of higher vocational education enrollment, the increase in vocational colleges competition, and vocational colleges will be a strategic restructuring. In view of this situation, how to strengthen the internal management of higher vocational colleges, teachers and especially in strengthening the backbone of the young teachers, young teachers to keep abreast of their demand characteristics, and to establish and perfect a set of science, the corresponding incentive mechanism to stabilize the overall teaching force, to fully tap their potential, promote vocational education sustained, healthy and stable development, seeking incentives under the new situation has also become the Higher Colleges of the problems highlighted.Based on the literature review and the motivation theory of foreign scholars in China on the basis of the theory of systematic, comprehensive JG College of Jilin Province,middle-aged teacher incentive there the status of the analysis, pointed out the need for further study and resolve problems and the actual situation for the college effective incentive program. JG College of Jilin Province, middle-aged teacher incentives in the twentieth century, the spirit of the nineties it was mainly rely on incentives-based, no special account of their strong desire for material needs, leading to the low level of overall income of young teachers, so that enthusiasm for their work by a certain degree of contusion. From the mid twentieth century, the Academy gradually realized that the young teacher incentives, on the seriousness of the problem, the wage system reform and personnel distribution system. Through reforms for mobilizing the enthusiasm of young teachers and young teachers to establish and improve the incentive mechanism shown an absolute advantage, but it also found a young teacher in Jilin University JG incentives still exist some problems, such as for young teachers the current incentive mechanism is not perfect, incentives relatively simple, the lack of young teachers targeted to individual needs analysis, development of incentive mechanisms are not fully reflect the personalized design, performance evaluation and assessment of young teachers, the method needs to be further improve the scientific , the lack of pay system design toughness, not well standardized and institutionalized incentives, leading to poor incentives to run, efficiency is not high and so on.This paper uses the literature review, supplemented by individual interviews and surveys and other methods, JG College of Jilin Province in recent years, the incentive to take effective measures analysis: on the material incentives, environmental incentives and encouraging the spirit of the different incentives in middle-aged the role of teachers were analyzed; find out the impact of young teachers, learning motivation and the causes of satisfaction, and then learn from existing research results, the use of incentives related to the theory, design of the Jilin University Young Teacher JG effective incentive programs. Program include: development of scientific strategic vision and plan arrangements to meet the development needs of young teachers, to establish a scientific mode of operation, improve the post appointment system, focusing on the relationship between internal and external, to further improve the post allowance distribution system, to optimize young teacher education degree structure, emphasis on re-education and training of young teachers, to create a good working environment, to meet the needs of the achievements of young teachers.
