As education is developping and society is getting ahead, people's demand of education services of college is becoming larger and larger, and the main stakeholders'concerning about college is higher and higher, too. All of these forcing college must improve its performance management to complete its special misson and tasks, and achieve sustainable development. Balanced Scorecard is not only an effective tool for strategy implementation, but also a method of performance management, it includes four dimension contents—finance, customer, internal business processes, learning and growth. It was widly used in Foreign Universities and achieve good management effectiveness. But in some of colleges in China, we have deviations in knowings of performance management, there are so little communications between managers and teachers, the data management infrastructure is weak, the college is special, and meanwhile, Balanced Scorecard has large implementation costs, the distribution of the index weights isn't easy, the quantitative of the index is hard and so on, so the Balanced Scorecard wasn't widely promoted in performance management in our colleges and universities.College is non-profit organization, so first, this thesis made a comprehensive and accurate definition of performance management in college using performance management theory. Then it decomposed the implementation steps of performance management in college, analyzed the flaws of Balanced Scorecard, elaborated Balanced Scorecard's meanings and necessities in using of performance management in college. Next, this article composited domestic and foreign literature and research about the applied of Balanced Scorecard performance management in college, in the based on the research putforward it proposed its views, designed programs for Balanced Scorecard's better used. In this program, it analyzed three stages (preparation links, implementation propress and after performance assessment)of Balanced Scorecard's used in college, considered and prepared works as human material and so on, so insured the Balanced Scorecard's correct used and the inhance of performance management's level in the college. Last, this paper illustrated the issues should pay attention to in the whole process. In all, this thesis drew on the success of the applications of Balanced Scorecard used in enterprises, and it based on college performance management, provided practical operational framework.
