Teachers'professional development means the all-around developments of teachers'belief, knowledge and behavior.Teachers in primary school often occur career"plateau phenomenon"when their professional development approaches a certain stage. However, both teachers and school administrators have a serious shortage understanding of this phenomenon. "Plateau phenomenon" has a certain negative impact on the teachers'professional development, and teachers in primary school may lose the possibility of continuous development if they are restricted with the phenomenon. Teachers may fulfill the transformation shift from artisan teachers to intelligent teachers or expert teachers if they can break the "plateau" period. This paper focuses on four issues of career "plateau phenomenon" on primary and secondary school teachers, and they are: Firstly, the status and characteristics of primary school teachers'career "plateau phenomenon". Secondly, the relation between the teachers'career "plateau phenomenon" and teachers'professional development. Thirdly, the causes of the primary school teachers'career "plateau phenomenon". Fourthly, strategies on breakthrough of teacher's career "plateau phenomenon".Teachers'career "plateau phenomenon" is differently embodied on diverse individuals, meanwhile, there exist some typical characteristics in common. Professional belief waving and professional emotion atrophy are often available for the teachers who are in the "plateau period"; Teachers'professional knowledge and wisdom up to being at the "bottleneck"; It is relatively weak for the sense of self-development. Teachers "plateau phenomenon" has great relations with teachers'professional development, and it influences teachers'professional development in three different levels.Over-burden social and work pressure, students'serious increasingly problem, the missing opportunities of progress, inefficient training, etc, which are the factors to cause the "plateau phenomenon" for primary school teachers during their professional development, through the variety of many factors, and this paper analyzes the reason on how to form "plateau phenomenon" of primary and secondary school teachers from the major standpoints of pressure, motivation, support the three major aspects of causes. It needs the joint efforts of society, organization and individual to achieve teachers'lifelong and sustainable development and teacher. Society should assume the responsibility to create favorable environments which include good social atmosphere, regular guidance and encourage to teachers'development through educational policies; teachers'campus life should be taken notice, helping teachers pass across "plateau period" to promote teachers'sustainable development through the optimal management, creating teachers'cooperative culture and reasonable teachers'evaluation; teachers should re-examine their own personal professions, and have a better planning of their career process. Maintaining spontaneous ,positive development and continuous self-transcendence to achieve the desired career and life realm ultimately through multiple measures.
