In the early Ming dynasty, the government replace Lu with Fu that eliminate the distinctionbetween the prefect and Yin in the Song and Yuan dynasty. The magistrate system graduallyestablished in a strict sense, and was followed by the Qing dynasty. The prefect as official of Fuin the Ming dynasty located in the province between county in the local administrative officialsin sequence, which with a number of responsibilities. There are six prefectures in Shandongprovince in the Ming dynasty which consist of the Prefecture of Jinan, Yanzhou, Dongchang,Qingzhou, Dengzhou and Laizhou. The last of the three traditionally known as “Eastern Fu”.Eastern Fu of Shandong in Ming Dynasty, which under Shandong chief secretary, in the east ofShandong, have an important position in the whole district. It is the concentration of fishing saltproduction areas, marine transportation and coastal defence area. At present, the research ofEastern Fu mainly focuses on the study of coastal defence problem. But less attention to thepolitical, economic and cultural, especially the political system. About the study of prefect,academic circles has made some beneficial exploration. But in general, these studies are moredispersed. There is a wide place for study on this thesis for the time being.Because of its unique geographical location, the Ming government pay special attention toprefects’ settings in this region. The article first centrally studied233prefects and themanagement of their commitment to the region.Firstly, the article tease the historical evolution of Eastern Fu in Shandong and the evolutionof the position which have a overall understanding to the research object. Secondly, the numberof the prefects and their native places will be tackled. Then, this paper making an induction andanalysis on prefects’ official ways and the government’s management to them by the means ofeconometric analysis, component method and chart method. The purpose is see out in the contextof history presents the characteristics of specific areas and analyzes its reason. In the next, thearticle explores prefects’ duties and deeds. In this section, I first analyzed the prefects’ key pointsand difficulties of policy, then on this basis I emphatically studied prefects’ governance andpolicy means in Eastern Fu of Shandong. Finally, I summarize the thesis and imply someevaluation of233prefects and their management experience in Eastern Fu of Shandong.And then, we insist upon it, the study of prefect system in Eastern Fu of Shandong in MingDynasty, which not only enrich the study of Local and Regional History but also enhance theweak links of local political system research.
