Community cultural centers are a typical public assets invested and operated by government. By the end of March of 2014,204 standard cultural centers in community have been established which basically cover all the town level districts in Shanghai. However, the operation is not yet perfect and the quality and efficiency of the service is not so desirable. So a scientific and effective mode of management is urgently needed. The institutional analysis and development framework (IAD) is widely recognized as operational guideline for the governance of public assets. So this paper sheds a special light on the community cultural centerin term of its managerial and operational mechanism and identifies some deficiencies from the IAD perspective and makes some specific suggestions for improvement. |
