Historical and cultural city embodies the essence of Chinese civilization. And It has witnessed the profound and long history of Chinese culture. In the process of modernization, It becomes a serious problem that how to merge the heritage protection of historical and cultural city and urban development integration. In recent years, with the improvement of the level of social development as well as increased competition between the cities, people become to realize that the historical and cultural resources and local characteristics can effectively enhance city competitiveness. In practice, the local governments began to particular emphasize on a comprehensive linkage between urban culture and economy. They even treat the historical and cultural heritage as a "cash cow" and use the banner of "cultural inheritance" so that they can develop the economic and tourism.This paper take the Qufu, one of the historical and cultural cities, as the research object. Based on the sociological point of view, the use of multi-disciplinary knowledge cross demonstration, this paper systematically organize and study the problems in the protection and development of Qufu.Through investigations, the paper believes that the main problem of Qufu reflect in the following points:pursuit the one-sided of economic interests so that heritage destruction again and again; the quality of planning needs to be improved to make sure the implementation; massive retro, antique buildings destroy the original culture ecological environment and heritage environment; excessive pursuit of "city protection", declining the economics of the old city;the "enclosure" phenomenon exists behind of "cultural projects"; lack of transparency of government information, a serious shortage of public participation. However, the main reason of these problems is that there is no specialized agency which is responsible for the protection and development of historical and cultural city because the legal system of historical and cultural city protection of is far from perfect. So the multisectoral co-management system is very easy to produce management vacuum. Through analysis, based on the social science perspective, drawing from the foreign concept on the protection of historical and cultural heritage, this paper propose several countermeasures on protection and development of Qufu historical and cultural city improving the legal system to protect historical and cultural city to ensure that the legal basis for protection; establishing the sole authority; innovating administrative system; improving the monitoring mechanisms to protect the city establishing a closed regulatory system; implementing of the first responsibility of accountability in order to strengthen the sense of responsibility of the government; improving the system of open government, vigorously promoting public participation. This paper hopes that the study of Qufu can give some advice for the decision-making departments in the local government. Then the local government can better protect and develop the historical and cultural city so that the splendid cultural heritage of the Chinese nation can go on.Although the protection and development of the historical and cultural city involve many technical issues, in the final analysis it is a complicated and difficult social problem which requires the participation and support of the whole society. I hope that through the participation and support of the whole society, historical and cultural city can fusion of traditional and modern. I hope it can witness the continuous development of the Chinese civilization.I hope it can be a harmony home that people of present and future generations can enjoy happy life and have equal rights.
