The Study On Cultural Diplomacy Operational Mechanism Of China's Local Governments

Since the foundation of the People's Republic of China,socialism and unitary system became this country's political structure.But the advantages of unitary system make this country concentrate their resources on development and do big things in the progress of socialism construction.And at the beginning of the foundation of the People's Republic of China,this unitary system could guarantee the security and stability of this country.However,after the reform and opening policy,the economic development and society governance of this country are becoming better and better.In 2010,China became the second largest economy in the world,and evolving with international system deeper and deeper in the past three decades.As a result,some countries feel uncomfortable,so “China Threat” began to be one central issue on the international political platform.China needs to show the real image to the world which makes cultural diplomacy become an ideal resolution to this issue.This dissertation will focus mainly on the study of cultural diplomacy operational mechanism of China's local governments.There will be four factors in this operational mechanism include: policy guidance,regional cultural resources endowment,local government governance capacity and central-local relation.Literature analysis,expert interviews,cases analysis and comparative analysis consist of the main researchful techniques of this dissertation.This paper will also examine the cultural diplomacy operational mechanism of China's local governments based on four cases include: China Shanghai International Arts Festival,China(Qufu)International Confucius Cultural Festival,Heze International Peony Culture Tourism Festival and Weifang Kite Festival.After all the analysis,this paper will come out the conclusions and suggestions for the improvements of this operational mechanism directly.
