Research On Improving The Public Cultural Service Capabilities Of Local Governments In My Country

The report of the 19 th National Congress of the Communist Party of China mentioned: "Optimize the infrastructure,form a service model that is in line with the people's lives,safeguard the interests of the broad masses of the people,and increase the enthusiasm of the masses to participate in cultural life." In recent years,the proportion of public cultural services in our national health investment The Chinese and Chinese governments have attached great importance to the construction of basic cultural facilities to strengthen service capabilities and build a modern service system as one of the goals of building a well-off society in an all-round way.To achieve this goal,the government is required to actively formulate policies,strictly follow the state regulations,and promote public cultural services for the purpose of multi-faceted management,including political,economic,cultural,and ideological aspects.Based on the knowledge of relevant public cultural services,it combines its knowledge of various disciplines,including management and service,to improve the ability of public cultural services.This paper analyzes the local government's public cultural service capabilities from four parts.The introduction introduces the research purpose,main purpose and research significance of this paper,and explains how to analyze and use the related methods.The first chapter is to conduct a specific theoretical analysis.Firstly,the basic concepts involved in this thesis are defined.Then,the three abilities studied in this paper are defined around the content of public cultural services,and the content of the abilities is described in detail.The second chapter analyzes the achievements of local governments from the development and utilization of cultural resources,the protection of civic cultural interests,the promotion of cultural service facilities,and the creation of cultural products.Summarizes the shortcomings from the identification and allocation of cultural resources,the operation of cultural facilities and the quality of cultural activities,material security and personnel training.From the ideological understanding,management model,and the perfection of the policy system,the reasons for the lack of analysis are analyzed.The third chapter is to improve the countermeasures.Strategies are proposed from the aspects of optimizing management institutions,rational allocation of finance,operation and management of cultural facilities,supply of public cultural services,material and talent protection.Cultural prosperity is the spiritual pillar for building a well-off society in an all-round way and realizing the great rejuvenation of the Chinese nation.Improving the public cultural service capacity of local governments is a necessary prerequisite in the development process and a necessary way to protect and inherit the great culture of the Chinese nation.
