Public cultural services are important parts of public services which related to people’s spiritual life and cultural rights. Totally, as the reform and open up process goes deeply and socialist market economy improves better than before, the modern system of public cultural services has basically formed in China. However, compared with western developed countries, the overall supply level of public cultural services in China is still low.There are many factors which restrict the supply level of public cultural services, while the imperfect supply model is the most direct reason. Since the long influence of thinking of plan economy, until today, Chinese society can’t correctly understand the real sense of public cultural services. The way of taking advantage of public resource to provide public cultural products and services for society is accepted by many people. So government usually directly arranges the supply model and provides cultural products and services. While as the demand level of people improves constantly, the traditional cultural supply model which is low level and big coverage can’t satisfy the cultural demand of the overall society. In this background, how to reverse the current situation is the problem which is pressing for our consideration.Analyzing the dilemma of public cultural services in China, it is easy to find that the unified supply model has become the bottleneck of the whole public cultural supply system, so abandon the traditional thinking as soon as possible, and learn the successful experience from western countries should be first step. Then positively finding market and social support and gradually forming the diversified supply model is the most important step. As government cultural services divisions, they should try their best to make sure people can get fair basic public cultural services and guarantee their cultural rights. Meanwhile, in order to guide and regulate the whole public cultural service system, our government also need to perfect laws and regulations. Then this system can work in order.
