After the death of Dalai--Lama seventh in 1757,the central government of Qing dynasty appointed De--mo Ring-po-che sixth as the first regent in Tibet local bovernment,in case that the struggle for power between bkav-blons in bkav--shag will damage the peace in Tibet。De--mo Ring-po-che sixth was awarded with the title of Nuomin Han and silver seal printed with writtings made of golden, granted the responsibility to seek for the sbrul--sku of the Dalai--Lama and to host the yang--srid ceremony for the sbrul--sku and the power of Dalai--Lama to lead local bkav--shag government。Thus,regency and Tibet regent system was established by the central government of Qing dynasty,lasting nearly 200 years from its establishment in 1757 to the retirement of the last regent sTag-brag Ring-po-che in 1950--the eve of liberty in Tibet,effected history of Tibet lastly。During the period from the death of the Dalai-Lama until when sbrul--sku grow up and able to lead the local government himself,Dalai-lama’s power was authorized to the regent。But for an consideration from some aspects,each regent was elected with strict restrictions。Thus brought a structural contradiction deep into the regency and a serious challenge to its running 。Then,the central government of Qing dynasty walk on its first rough step to seek for a balance which not only enable the regent to complete his mission successfully and also limited the negative effect followed the expansion of regent’s power。The paper analysis the background of the establishment of Tibet regent system on the foundation of an review of the Rwa--Sgreng event occurred in 1862 by a method of theory analysis and comparison of induction。Centering on Rwa--Sgreng event occurred in 1862, this paper also search for the intrinsic link between it and other events such as mTshe-smon-gling event occurred in 1844 and dpal-ldan-don-grub event occurred in 1871 and intend to indicate the historical influence of Rwa--Sgreng event occurred in 1862 。The tragedy of Rwa--Sgreng event occurred in 1862 is one of the negative result of a lasting weaken on the regent ’s power after the mTshe-smon-gling event occurred in 1844。It exposed the defect with Tibet regent system in that period and showed the management system of the central government of Qing dynasty to regent is not mature then 。 This event brought the central government of Qing dynasty a profound understanding of the advantages and disadvantages of Tibet regent system and the management system to regent and a clear and rational thought about how to authorize and to limit the power of regent,leading to a promotion of Tibet regent system and maturity of management system of the central government to regent 。The study on this event will benefit us in getting a better understanding of the process for the central government to adjust the management system to Tibet。...
