This thesis researched the hot issues of the in the field of national policy-the establishing of autonomous cities and the author use literature data analysis method and theory analysis method in this thesis, trying to point out the possible problems in the process of establishing the autonomous cities under the new situation.This thesis was consisted of the introduction part, the straight matter part (four chapters), and the conclusion part and these parts can be generalized as follows:The introduction part introduce the research purpose, the research significance, the research status, the definition of core concepts, research methods and research framework and so on and so forth.Chapter I combed the concepts of autonomy and local self-government and the regional ethnic autonomy system, described regional national autonomy system and the polities of China.Chapter II analyzed the differences between the designated city and the autonomous unit in the aspect of administrative power, finance and taxation management and personnel management, and clarified the advantages and disadvantages of designated city and autonomous county or prefecture.Chapter III described some basic problems of ethnic autonomous city, autonomous city and analyzed the deep-level contradictions of establishing the ethnic autonomous city;Chapter IV described the meaning of "City" and urbanization, the relationship between urbanization in ethnic areas and autonomous cities and urbanization in ethnic areas and the deep-level contradictions between the urbanization in ethnic areas and the centralized system;Chapter V described the all ethnic groups common governing theory and pointed out that the regional national autonomy system of China is ethnics common government in essence;The final conclusion pointed out that there are some problems in the establishment of autonomous city, which dampened the functions of these autonomous cities to be good or bad, now that proposed treating the view of establishing national autonomy rationally.
