Faced with the threats posed by the proliferation of arms and military technologies,countries all around the world have paid more and more attentions to control theproliferation of related items through national legislation and internationalcooperation. A series of international regimes and institutions have been built underthis circumstance. At the same time, with the rapid development of militarytechnology, a suite of new-emerging weapons and technologies comes out insuccession, such us the UAVs. However, the development and use of UAVs brings agood deal of problems, especially the threat posed by the capacity to carry and deliverWMD which has become a global concern.The Missile Technology Control Regime plays the most important role incontrolling the proliferation of UAV-related items, which effects through theexecution of regime’s guidelines and annex carried out by the member states. Butbecause of the deficiency of the regime, the effectiveness of control is limited.China thinks highly of the international non-proliferation mechanism, for itconcerns not only the national security and economic interests, but also theinternational image and influence. It is a due obligation for a great power to contributeto the global and regional security and stability. The role of China played in theUAVs’ control progress of the MTCR and other regimes and institutions has asignificant impact on the international nonproliferation situation, as well as the globaland regional security and stability.
