The rural land system becomes the breakthroughpoint. So, the study of rural land circulation is very important of the new rural constructionand promotion of the comprehensive construction well-off society.Around the rural land circulation system and regulation, this paper is divided intofive parts：Chapter One: The background of the rural land circulation. This part combs the ruralland system to illustrate the necessity and realistic significance of land circulation, tonarrate the realization of the transfer form.Chapter Two: Rural land circulation problems and cause analysis. After describingthe status quo of the rural land circulation, the author brings up problems and analysis thereasons, which include system and regulation.Chapter Three: The need of the Administrative regulation.
