A Study On The Construction Of Grassroots Democracy In The Party

The construction of the inner-party grassroots democracy is animportant content of inner-party democracy, as well as an important partof socialist democracy with Chinese characteristics. The development ofthe inner-party grassroots democracy of the communist party of Chinahas gone through a long period and accumulated rich experience andprofound the lesson. From the beginning of establishment of thecommunist party of China, it has realized the importance of the party’sown construction. The generations of collective leadership attaches greatimportance to inner-party democracy, and has gradually formed a seriesof important thoughts related to the inner-party democracy. Based on theprinciple of democratic centralism, Our party has gradually put forwardand practiced various activities such as relying on the system to developthe democracy within the party, conducting the democratic supervision,constructing a complete supervision system, paying great importance toguarantee party members democratic rights, implementing electoraldemocracy, and exploring various ways for realizing inner-partygrassroots democracy and so on. Mao Zedong, Deng Xiaoping, JiangZemin, Hu Jintao and Xi Jinping have proposed a series of insightfulthoughts regarding to the inner-party democracy according to the needs ofera’s development and the party’s construction. With the development ofcontemporary society, the inner-party grassroots democracy has experienced stages of the preliminary development, graduallyimprovement, tortuous development and recovery period and rapiddevelopment period, which reflects that our party take the initiative toadapt to era development, taking effective measures to explore thepractice of strengthening the construction of the inner-party grassrootsdemocracy. Until today, the development of inner-party grassrootsdemocracy has achieved lots but also faced with many problems, mainlyfocusing on the institutional norms surrounding the inner-party grassrootsdemocracy, the initiative as well as the realization way of party members.The third Plenary Session of the18th CPC Central Committee haspointed out the new direction and new requirements for the constructionof inner-party grassroots democracy. While improving the institutionalnorms of inner-party grassroots democracy, the party members’ initiativeshould also be enhanced, and through the method of negotiation, newvision to realize inner-party grassroots democracy can also be found.
