A Study On The Government Responsibility Of The New Generation Of Peasant Workers' Urban Integration

With the rapid development of China’s urbanization process, the role of the newgeneration of migrant workers born in the1980s have become increasingly prominent,they made a huge contribution to the development of China’s urbanization, and theyhave become the main force of migrant workers groups, the problems of urbanintegration gradually become the research focus of government and academia.Compared with the first generation of migrant workers, the new generation of migrantworkers have higher cultural qualities, they pay more attention to the satisfaction ofthe spiritual and cultural needs, and they have stronger wishes of urban integration.But according to the research in Wuhua district,Kunming city, their urban integrationstatus were poor in the four aspects of the economic, society, institution, andpsychology.Government undertakes main responsibility to urban integration of newgeneration of migrant workers, but it exists responsibility deficiency in the system ofsocial management and services, and hinders the process of urban integration of newgeneration of migrant workers. To successfully implement urban integration of thegroups, the government needs to reform and innovate registration system, theemployment system and social security system in the urban-rural dual structure on thebasis of the formation of the household,and provide institutional guarantee for theirurban integration;innovate urban community management mode and socialmanagement feedback mechanism, establish a greater diversity service managementmodel; at the same time,the government must optimize the social service system, topromote the new generation of migrant workers’ social networks, strengthen theirvocational training,to lead the spiritual and cultural life,providing a good socialenvironment to urban integration of the new generation of migrant workers, therebyenhancing their sense of identity and a sense of belonging to the city.Smooth realization of the process of urban integration of new generation ofmigrant workers, it is not only conducive to the settlement of the agriculture, rural areas and farmers issues, it is conducive to the building of a comprehensive well-offsociety in China, it is also beneficial to social equity and stability.
