Since the climate change issue was included on the agenda of the internationalpolitics for the first time on United Nations Conference on the Human Environmentheld in1972, people have gained a deeper understanding about climate change. At thesame time, however, climate change issue itself has extended its way into variousfields, ranging from politics, economy to society, being not a mere environment issueany more. The result is that a series of international climate change conferences beingheld, institutions on climate change governance being conducted and arduousinternational climate change negotiations, under which institutions are conducted,being carried out. Traditionally, international climate change negotiationsconcentrated on the differences between developed and developing countries. Theturning of an old century into the21has witnessed a great progress achieved bydeveloping countries followed by the undergoing grand transformation of globalgovernance, which results in the diversification of the concentration in internationalclimate change negotiations as is being shown by the trends of fragmentation of theseveral blocs participated in climate change negotiations and the rise of regionalorganizations and new mechanisms such BASIC (four countries referring to Brazil,South Africa, India and China), which is gaining a great momentum now.How does the BASIC come into being at a time when international climatechange negotiations linger? What stance will it pursue in the negotiations? And whatkind of effects has or will it produce? Following this approach, this thesis makes itclear to the readers the background, interests and stance of the BASIC. It holds that inthe progress of international climate change negotiations, the BASIC, made up byfour developing countries, should uphold the “double-track approach” as a basis, onwhich the BASIC keeps a close connect with the developing blocs and urge thedeveloped blocs to fulfill its historical obligations and honor its commitments toreduce emissions and transfer technology and finances to developing countries;Meanwhile, the BASIC should combine enhancing internal cohesion withstrengthening contacts with all other institutions and organizations so as to drive theclimate change negotiations to a final success step by step in post-Kyoto course.
