Climate change is one of Nontraditional security issues which are the biggestconcern in the world today. It involved political affairs, economy, science andtechnology, energy source, law, natural environment and other Research field, whichmakes global governance very difficult. In order to reply the threat which is bought byclimate change, the United Nations organized negotiations on climate change issuessince1990.At present, negotiations on climate change issues are in a difficult positionbecause of the problems of the negotiation mechanism, the softening of the principleof “common but differentiated responsibilities”, the disagreements betweennegotiating groups. The probably reasons of above problem may involve the dilemmaof collective action, the broad interest of the negotiation, the differences appealbetween countries, the low level of technical for energy-saving andemission-reduction, financial crisis, and effect of USA factors.Based on this, negotiations on climate change would be very difficult to haveprogress in accordance with current model. As well, setting flexible emissionreduction targets and reducing negotiation scale may be the future direction.As a large developing country, China is playing an important part in the climatenegotiations. China should face pressure of reduction actively, and realize thenecessity of low carbon development from a strategic height. China shall play animportant role for solving the climate change issue.
