Since the principle of "Common but Differentiated Responsibilities" was established in 1992,it has always occupied an important position in international climate negotiations.After it was written into the United Nations framework convention on climate change and other international climate agreements,this principle caused disputes between developed and developing countries.This dispute is manifested in the following aspects: developing countries hope that developed countries can fulfill their international responsibilities in international climate negotiations due to their ability and history,while developed countries hope that developing countries,especially emerging developing countries,can assume more international responsibilities.In the international climate negotiations,developed countries and developing countries have experienced a protracted tug of war due to their different positions,and countries' understanding of the principle of "Common But Differentiated Responsibilities" changed significantly in the international climate agreement.Importantly,however,changes in countries' understanding of the principle of "Common But Differentiated Responsibilities" occurred mainly after the signing of the Paris agreement,after the Paris agreement signed in international climate negotiations in different countries of the principle of "Common But Differentiated Responsibilities" understanding of major changes have taken place,by developed countries take responsibility to change for the countries all over the world according to "national independent contribution" state of the liable to reduce emissions,emissions path also changed: from the "top down" to the "bottom-up".Before and after the signing of the Paris Agreement,some countries' understanding of this principle has changed.As a biased phrase,the principle of "Common But Differentiated Responsibilities" contains the concept of international responsibility,which originates from the ethical requirements of the international community for countries to assume responsibilities,and is standardized through the system with the help of certain capability measurement standards.This paper studies the responsibilities of countries in international climate negotiations from three dimensions: ethics,institution and capability.The ethical dimension reflects the responsibility that a country should have from the ontology of responsibility,the institutional dimension studies the problem from the code of conduct framework,and the capability dimension reflects the responsibility that each country should shoulder according to its national conditions in the international climate negotiations.China played an important role in the signing of the Paris agreement and the changing understanding of the principle of "Common But Differentiated Responsibilities".China has always adhered to this principle,safeguarded the interests of developing countries,and promoted the improvement of the international climate system so as to ensure the effective operation of international climate cooperation.The Paris agreement was signed only after China established an image of being a "responsible power" in international climate negotiations and promoted international cooperation through active diplomatic negotiations.
