This paper is a thesis of public policy analysis based on empirical public fire safetypolicy research over the span of a decade (2003-2013) in China. The paper wouldbenefit from expanding the perspectives of public fire safety policy theory as well asdeepening the public security policy research. Through quantitative and qualitativeanalysis, this paper pinpoints the characteristics of public fire safety policy in Chinasince2003.Also it points out that the public fire safety policy needs to be more transparent andcivic participation shall be involved. This paper analyses the main factors affectingthe policy implementation; revealing the prominent contradictions among the targetpopulation, target groups, firefighters and shortage of funds. In addition, theuncoordinated executive confusion between the public fire safety policies is shown byexhibiting living examples.This paper focuses on various dimensions and standards regarding the possibleproblems in terms of the public fire safety policy evaluation. Nevertheless it putforward the reasonable policy evaluation standards. By dealing with the results ofpublic fire safety policy evaluation, this paper proposes the usage of "Incrementalregression testing" tentatively.By realizing the fact of marginalized fire management system as well as the publicfire safety policy, this paper suggests the idea of policy modeling transformation, italso analyses different transition paths in order to make the public fire safety policyplay a positive role along with other public policy systems in China.
