A Study On The Public Service In The Frontier Minority Areas Of Yunnan Province

With the development of society and economy, public services have been drawnattention from the public and governments, resulting in the hot and difficult problemsof social development. Many experts and scholars have been studying them fromdifferent angles. Based on the new public service theory and the theory of new publicmanagement, the article shows investigation of the public services in the frontierregions of Yunnan Province by analyzing a survey and some existing research resultsas reference.In this article, a literature study method, questionnaire method, theoretical andempirical research methods have been used to analyze the current problems such asthe constraints of the development of public services by investigating the basic publicservices like economic services, social public services, public safety and publiccultural services, etc in this area as a sample, then put forward some constructivesuggestions and countermeasures which play a huge role in improving and enhancingthe level of public services in bordering ethnic areas, and enhancing the participationof citizens and the efficiency of government serving the people.This article is divided into five parts. The first parts introduce the backgroundand significance of a comprehensive exposition of Research on public services athome and abroad and also the methods of investigation and the framework. Thesecond part is about the theoretical basis of the government’s public service and thedefinition and the characteristic of public services and public products in thebordering ethnic areas, along with concepts of bordering ethnic areas, localgovernment, public services and public products by analyzing the use of new publicservice theory and new public management theory. In the third part, the result of thesurvey has been analyzed. The current problems of public services and publicproducts existing in Lu Chun County have been investigated and analyzed in order tofind out the causes of these problems. In the fourth part, the impact of public servicesin bordering ethnic areas and the relevant factors and the reasons for restricting the level of development of the public service have been analyzed in order to find abreakthrough of increasing the capacity of local governments in the public servicesand in bordering ethnic areas. The fifth part focuses on some constructive suggestionsand countermeasures which will be promoting the development of public services inbordering ethnic areas.
