The twenty-first Century is the era of economic globalization, but also the modernization of administrative management era, organs and units will stride forward to the cultural management stage, organ culture is personnel is formed in the long-term practice of spiritual wealth and material forms, is to guide the encouragement and regulation of all staff working spirit culture, management culture and behavior culture. At present, organ culture as one of the administrative management began to receive widespread attention, in theory at the same time, as the core of human resource management performance management is widely respected managers in organizations, which also gradually began to use. Handle the relationship between organization culture and performance management, to create for the people, pragmatic, honest, efficient authority, integrity, civilization, people’s satisfaction with the civil service, promoting the construction of socialist harmonious society, ensure overall coordination the sustainable development of economy and society, which has significant and far-reaching significance.In this paper, the application of scientific theory of organ culture, performance appraisal in Yuquan district development and Reform Management Bureau of civil servants in the concrete practice, trying to improve office efficiency, exploring a suit of the Bureau of the performance appraisal system and cultural construction methods, and the system both in theory and practice to be able to stand the test, but also directly or indirectly affect the strength of organ culture construction and intensity, between the two are complementary, mutually reinforcing relationship.
