Study On The Development Of Governmental Departments Effectiveness In Lu'an City

In recent years, in order to improve the efficiency of government departments and improve the executive power of the civil service, many government departments in our country are in the implementation of "Government Effectiveness Construction" or "Organ Efficiency Construction" Activities.At present, in order to achieve efficient and effective management of the social public service,the local governments at all levels have taken efforts to enhance the administrative efficiency and improve the level of government services, by changing the organization style and improving work efficiency as a breakthrough. In this respect, by reaching a preliminary administrative speed, service quality, work efficiency, Lu'an has created a good environment for the development of the local economy and society, through the "Government Effectiveness Construction". On the basis of combing and summing up the theory of efficiency construction of domestic and foreign authorities, this paper analyzes the problems and causes of the construction of the organs' efficiency in Lu'an from a new perspective and different levels and puts forward the countermeasures to improve the construction of the government's efficiency, which provids useful reference for the implementation of management and service at all levels of government.This paper is divided into four parts, the first part elaborates the meaning, the theory foundation and the significance of construction of organ efficiency; the second part summarizes and induces the status quo of the construction of organ efficiency of Lu'an authorities. Lu'an Government has issued a series of documents, such as set up a special working mechanism, carry out the "two review assessment", regulate the operation of power, construct e-government service system, carry out inspection on the focus of key work, and build administrative efficiency supervision platform which have achieved remarkable results.The third analyzs the existing problems and reasons of the construction of organ efficiency of Lu'an authorities. The ideological understanding is not profound enough, long-term mechanism is not sound, the content of the evaluation is not scientific, and the effectiveness of supervision is still inadequate are rhe main problems.The fourth part puts forward some countermeasures to improve the construction of organ efficiency of Lu'an authorities.
