Research On Government 's Response To Network Public Opinion

In this paper，the government response under the expression of network publicopinion is my research object.I can learn from New public service theory and theprecedent studies to analyze and inspect the government response from two aspects ofnecessity nature and practical feature.And on this basis we are supposed to begin adiscussion about how to improve the government response in the process of theexpression of network participation.In order to build a service-oriented government that the people are satisfiedwith，we need discuss how to build and improve the government response systemwhich is suitable to Chinese national condition.In the information age， the effects ofthe expression of network public opinion as a double-edged sword have made thisresearch problem that the government responds to the expression of network publicopinion become a very important social and practical subject.Based on twosignificances which have been mentioned，we can find the subject of this article isvery worth doing it.Some viewpoints I have put forward and demonstrated in my paper are asfollows.Firstly，the essence of government response is to gain the civic identity.Then itsbasic goals are composed of three aspects including practicing the idea of aservice-oriented government that the people are satisfied with，guiding the way ofnetwork public opinion and accomplishing civic participation&cooperation andcommon-governing in the public affairs.Secondly，there are four measuring standards of the expression of network publicopinion.They are timeliness which consists of rapidity and suitability，effectiveness，legality and transparency.Thirdly，the government response is divided into four types that the one ofinitiative and active，the one of initiative and negative，the one of passive and activeand the one of passive and negative in my paper according to three measuring standards including the reaction time， process-time and process-result.Then，we canfind that the government response of initiative and active conforms to the value ideaof New public service theory very much on a theoretical level.Furthermore,thegovernment response of initiative and active is helpful to accomplish its basic goalswhich have been mentioned.Fourthly，according to the careful analysis of four typical cases including thegovernment response of2012Lei Zhengfu indecent video（the one of initiative andactive）， the government response of2012Jiangsu Qidong group event（the one ofpassive and active），the government response of2013the Huangpu River dead pigevent（the one of passive and negative）and the government response of2014thenational holiday arrangemen（tthe one of initiative and negative），we can find that thegovernment response under the expression of network public opinion in China hassome common problems which are composed of low transparency，low efficiencyand low effectiveness at present.Fifthly，to solve the above problems，we should improve the organizationstructure of cooperation and common-governing，build the system of timely response，keep trying in the experiment and discover new ways.On the basis of viewpoints and demonstrations which have been mentioned inmy paper，especially on the aspects of basic goals，measuring standards and fourtypes，I will try my best to absorb and learn from the research results in order topursue innovation.
