Urban ethnic work is an important part of ethnic work, and also an important component of urban work. Effectively protecting and safeguarding the legitimate rights of ethnic minorities, helping ethnic minorities to develop undertakings for the economic and social development, respecting the religions customs and habits of ethnic minorities, playing the role of city as a window and to achieve a radiation effect, and constantly enhancing the national solidarity, are the important elements of the urban ethnic work. To do a good job on urban ethnic work is not only beneficial to the city's social stability, economic prosperity, but also conducive to the unity, progress, prosperity and development of all the ethnic groups.As a result of the increasingly accelerated pace of China's modernization and urbanization, the urban population and floating population are increasing. The management of floating minority population in cities has become a difficulty of the ethnic work. With the further development of economy and society, the flow of people has become increasingly frequent. More and more ethnic minorities go to the interior part of China to do business and study. This is a reflection of social progress. However, due to different customs, religious beliefs, languages, and educational levels, ethnic minority migrant population, particularly floating minority business people, have brought new challenges to the city management. In face of the situation that a large number of ethnic minorities to flow into the city to work and do business, the local government and its concerned departments in many cities have taken some positive and effective measures, and accumulated some useful experiences, but there are still many problems in the overall point of view. Particularly, the management style is not suited to the current situation, which is more remained at the level of prevention, fairly far behind the level of service + management. In Face of such a special group, the leadership system and service mechanism for the urban minority floating population is not completed. It's more difficult to do the management directly by a special department, but should rely on the department of public security, industry and commerce, and urban amenity to coordinate with each other to conduct the common services and management. Ways and means of work in this area remain to further exploration.Especially the Lhasa "3·14" incident and Urumqi"7·5" incident, although the two incidents in itself are neither ethnic issue, nor floating population issue, however, both the two incidents occurred in the city, had a profound impact both at home and abroad, and also had an immeasurable psychological impact on the members of ethnic minorities. To a certain extent, it can be said to evoke the national consciousness of a number of ethnic minorities. This caused a great negative impact on the national unity and progress cause currently and in a period for the future. And it brings new challenges to the service and management work to the urban floating minority population. Work environment changing, work difficulty increasing unprecedentedly, it is bound to study new and more targeted measures. It can be said that the service and management work on the floating minority population has occupied a pivotal position in the current city ethnic work, and even the overall ethnic work.From the perspective of public management, this paper attempts to put forward constructive measures through the research on the trends of the urban minority population's formation and development, and on the insufficiency of the current response to the urban floating minority population problem.
