A Study On The Role Of Government In The Development Of Commercial Circulation In Yangzhou City

As China’s economy develops rapidly and people’s income level improves continuously, domestic industrial structure has entered a new stage of adjustment and upgrade. In this process, circulation reform continued to deepen, and the advance in science and technology have contributed to the appearance of new way of circulation, circulation mode and the means of circulation. In this process, commerce has radically broken through the traditional production status, which simply subject to production and service providing, and has become the basic and leading industry of the national economy.At the same time,circulation plays an important role in the expansion of domestic demand and the increase of employment.The role of government in the commerce development changes from strict control under planned economy system to market economic system under the appropriate intervention. At present, the development of commercial and trade circulation industry make great achievements.However, along with the deepening of the development of market economy, there are also a lot of problems here.The regulation function of the market could not completely solve these problems by itself.Therefore the government should not only create and change its function but also play an integral role in the development of commerce and trade circulation industry in the future.Based on Yangzhou’s commerce development and the local government’s performance, we analyze the role which the government policy makers should play and provide some advice correspondingly in order to help the government plan the development of the trade circulation.This paper analyses the government’s positive role in the development of Yangzhou commercial circulation based on the basic theory of circulation industry and public administration. In addition, it also analyses some failures of the government and causes of these failures.Finally,the paper analyzes what role Yangzhou government should play in commercial circulation.The paper suggests the government should optimize the trade circulation industry development plan and ensure the scientific and sustainable development of commerce and trade circulation industry at the macro level.The government should promote the trade circulation industry by using the new science and technology.Moreover,the government could guide the local residents to have good consuming habits by improving the livelihood of the people.
