Under the background of globalization, the global trade has urgent needs of global trade liberalization and facilitation. The rapid development of e-commerce, making cross-border online shopping growing prosperously, but a series of problems have been caused by such online shopping behavior to customs supervision and present new challenges. Issues related to cross-border online shopping is an emerging legal issue, and is interdisciplinary, and to solve the problem with customs supervision system is the priority. Such as courier companies within the body and cross-border online shopping overseas mail service courier companies’lacking of supervision in regulatory forwarders. Because of the virtuality and concealment of the internet, dispute body such litigation subject, is more difficult to be determined. In recent years, the State Administration for Industry and Commerce, General Administration of Customs has issued relevant documents and announcements on online shopping behavior of transnational regulation. From the implementation point of view, the new measure to some extent, limit the growth of cross-border online shopping, but also provide gurantee for the future development of a more healthy system. On the other hand, whether the establishment of Shanghai Free Trade Zone will increase the development of cross-border online shopping is also worth thinking about.In recent years, in order to regulate cross-border online shopping, various administrative agencies have made efforts to adopt a series of measures, but the concept of the status quo through legislation of the moment, the business model is still not formed a complete legal system, so establish a relatively complete system of cross-border online shopping is extremely important regulation is an important research aspect of this paper.This paper is divided into four parts, The first part is an overview of international online shopping, its concept, nature, history origin and the impact brought to the customs supervisio; the second part summarizes the concept and characteristics of customs supervision and control system, laid a theoretical basis for below discussion; the third part focused on several kinds of customs supervision and control system of paradigm and the practice of areas under special customs supervision in our country; the fourth part is about the present China’s customs supervision system and discuss the problems existing in the transnational e-commerce regulatory. and analyses the reasons; in the last part some suggestions to the optimization of customs supervision in our country are put forwarded.
