Since China’s reform and opening up, more and more rural surplus labor liberated from the land, they went to the towns and engaged in non-agricultural work, at the same time, the workers who come from rural areas have made an indelible contribution to our country’s economic and social development. Especially since the 21st century, China has accelerated the pace of urbanization development, how the migrant workers transform to the citizens become the key to the development of urbanization, meanwhile, the proposed of the new urbanization also emphasized the central role of people in the construction of urbanization. However, the vast majority of migrant workers are mainly in off-site transfer, as the impact of institutional factors and non-institutional factors, many migrant workers are unable to enjoy equal treatment with the citizens. How to reasonable and orderly guide the migrant workers move to different sizes of cities and transform to the citizens has become an important issue of the construction of new urbanization. This paper according to the 413 data about migrant workers in Dalian, dividing the citizenization willings of migrant workers to local citizenization and nonlocal citizenization, and investigating the impact of various factors on local and nonlocal citizenization.Firstly, this paper based on the existing research results, the analysis of push and pull factors, push-pull theory, expected income theory and migration cost-effective theory to determine the research framework. Secondly, using the interactive analysis and chi-square tests to analysis the various factors’impact on the local or nonlocal citizenization willings of migrant workers. The results show that:individual factors(age, education, marital status, skills), economic factors(monthly income, average monthly spending), social factors(number of friends) and psychological factors(identity, satisfaction of urban, the size of the urban) have a high correlation with the local or nonlocal citizenization willings of migrant workers. Thirdly, using the hierarchical binary logistic regression method, gradually adding individual factors, economic factors, social factors and psychological factors to ananlyse these factors’ impact on the local or nonlocal citizenization willings of migrant workers. The results show that migrant workers have strong local citizenization willings; ages and skills have a significant impact on the local or nonlocal citizenization willings of migrant workers; economic factors and psychological factors also have a significant impact, social factors have a weak impact. At last, this paper put forward practical suggestions to promote the citizenization of migrant workers and the construction of the new urbanization.
