German civic education has a long history and profound tradition. However, as the German nation and the destiny of the country ups and downs, German civic education is long-term in the division and reconstruction constantly. With every social and political change and the change of political order, civic education is given the different concept, connotation and function. Under the influence of the traditional political culture, German civic education has distinct national characteristics. Study on the historical development and current situation of German civic education, which has a practical significance in many aspects to promote further development of the theory and practice of ideological and political education in china.This paper adheres to Marxist historical materialism as a guide, use of philosophy, political science, history, culture and other multi-disciplinary theories and methods, comprehensive systematically expounds the historical development of German civic education, the main achievements and basic experience, and deeply analyze the different historical period of German civic education and contains the characteristics of The Times in which the main contents, to show the process of the construction of German civic education system, reveals the nature and characteristics.Besides the introduction and conclusion, this paper will be divided into four chapters:The first chapter:the concept of research. This chapter systematically combs the determination of the concept of citizenship and civic education; Respectively discusses the four main theories of civic education:liberalism of civic education thought, republicanism of civic education thought, communitarian of civic education thought and the pluralism of civic education thought; Emphatically expounds the civic education of three models:cognition, emotion and experience model.The second chapter:history research. This chapter systematically combs the evolution of the history of the civic education in Germany, including national education of the feudal monarchy period; the Weimar republic based on the state and national political education; national supremacy political culture of the Nazi era and democracy in East Germany after the Second World War and the democratic political education of West Germany.The third chapter:system research. Study on the reality of the civic education in Germany, including the goal of German civic education, the content of German civic education, the methods of German civic education, the characteristics of German civic education, and the problems of German citizen education, to reveal the contemporary system construction and the development of history of German civic education.The fourth chapter:reference research. This chapter summarizes the enlightenments of German civic education from the aspects of ideological understanding and practice to ideological and political education in our country, and puts forward to strengthen and improve ideological and political work in China. The civic education should establish lifelong concept, which runs through citizen’s life. Civic education should focus on the core values of social system. Our country should attach importance to and strengthen the ideological and political education resources system. Mature ideological and political education curriculum system of school, and promote the reform of teaching.German government always attaches importance to ideological and political education. It has the active role for us to draw lessons from some successful methods in improving and increasing ideological and political education by German civic education.
