As socialism with Chinese characteristics enters a new era,the people's yearning for a better life is the fundamental mission of all levels of government,government performance is endowed with new connotations.Under the new public management paradigm,the government performance management advocates the idea of "result oriented",the excessive pursuit of economy,efficiency and benefit leads to the decline of citizens' trust in the government,and the public value can not be accurately expressed.The legitimacy of the government has been seriously challenged.In recent years,the "public value" as the main line of public administration paradigm reengineering movement broke through the thinking constraints of traditional performance management.The core of public value is to meet the basic needs of citizens,which helps to repair the crisis of trust and legitimacy of the government and avoid the loss of performance.Therefore,it is the inevitable trend of government performance management to seek the fusion between the pursuit of public value and the pursuit of efficiency.Civil servant is the concrete bearer of public value and the micro subject of producing performance,therefore,the research on the influencing factors of the civil servant's performance is the meaning of the question in the improvement of the government's performance.The motivation of public service is a special driving force for civil servants,which can encourage civil servants to serve the public interests and open up a new field of vision for the study of contemporary government performance management.Academic circles have discussed the relationship between public service motivation and performance from many angles,but they have not formed a consistent understanding,and the mechanism of influence between them is ambiguous.Therefore,based on the theory of Public Value Based Government Performance Governance,this paper constructs a conceptual model of the relationship between public service motivation,public leadership role,civil servant engagement and civil servant performance through a large number of literature reviews.It outlines the process of performance generation at the micro level.In this study,the method of judgment sampling was used to collect data by online questionnaire system,294 valid questionnaires were obtained.The confirmatory factor analysis and regression analysis were carried out by using Amos24.0 and Spss24.0 respectively.The empirical results support the hypothesis that public service motivation has a significant impact on the performance of civil servants.The role of public leadership plays a significant positive role in regulating public service motivation and civil servant engagement.The empirical results also passed the test of the intermediary role of civil servants' engagement,that is,public service motivation can not only directly affect the job performance,but also affect the civil servants' engagement,and then obtain higher job performance.Based on the results of empirical analysis,this paper finally puts forward practical suggestions and countermeasures to improve civil servants' performance,discusses the limitations of the research,and gives the possible research direction of government performance governance.
