From the middle of eighties in last century, a vast of migrant workerscomes to cities with the development of the reform and opening. Almost30years have passed, the age structure in migrant workers who work incites becomes to be changing, and the young migrant workers that areborn in eighties and after have become the majority of workers occupyingkinds of jobs, scholars call them “New Generation of Migrant workers”.Although they are born in rural district, they are eager to escape thelifestyle of countryside. Because they get a job with different levels ofeducation, comparing with old generation workers who go back theirhometown again, the new generation workers take a positive attitude intotheir work.The methods which set the new generation staying in cities arenon-physical works and of course, they pay more attention to the rightsconnecting to their jobs. Based on the reports of All-china Federation ofTrade Unions, the appeals about rights from them have a big change fromthe pure demands accomplishing basic rights to seek decent jobs andmore opportunities, so it has a significant meaning to strengthen theirabilities of protecting their rights and interests.The perspective of empowerment theory has great advantage of doingresearch in the area of social work. The way it works, which gives apriority to motivate the potency of client to strengthen the self-rescueability has a common similarity with the core values of social work. Thenew generation of workers are full of vigor and vitality and are willing tostudy, so if social workers sort out professional strategies with theguidance of empowerment theory to make peasant-workers’empowerment true and to improve their abilities of solving problems, itwill have a profound influence not only for emerging a lot of competitive modern industrial workers, but for establishing a harmonious societybetween the urban and the rural.60questionnaires are handed out in the development zone and Fushanzone where the new generation of migrant workers are gathered in YantaiCity and I pick out15workers in new generation spanning different ages,professions, and businesses to have a deeper conversation, and then Ianalyze the data from those questionnaires and the feedback frominterviews, and sum up the contents of rights and interests of labors, theimpairment conditions of their rights, and how to protect their rights. Atthe same time, the writer is honored to have the opportunity to interview10junior manager who work in the company in Yantai city and the writerask them some questions about what conditions linking workers’ rightsseem like in their own company.In the end, the writer interviews friendswho work as social workers in Guangzhou City and Shenzhen City bytelephone, and want to get some information about dealing with works’rights problems in reality. At last, the writer summarizes all materials anddiscusses how to use the empowerment theory to tackle issues onworkers’ rights and interests from the perspective of individualempowerment, society empowerment, system empowerment andorganization empowerment. This research will provide references forprotecting labors’ right and will produce new methodology and newthinking. In the meantime, the writer also wants to sum up limitations ofempowerment used to the practice and wishes to have a better future.
