With the continuous deepening of the process of urbanization, a large number of new generation migrant workers flocked to the city, and become an important force of urban construction and development. But in the process of working and living in the city, new generation migrant workers'rights of appeal had not received meaningful response and security, there are many obstacles on exercising and maintaining the right. The reason, in addition to new generation migrant laborers'quality is not completed, urban and rural dual structure becomes a main block, the government in improving the system of related services is not in place. Promoting urban and rural integration development requires not only a stable and harmonious social environment, but also need more participation of members of the community, requires not only encourage the positive contribution of new generation migrant workers, also need to ensure them enjoy the fruits of urban development on an equal footing. This not only required the government to reform adjust the dual structure in urban and rural areas, eliminate institutional obstacles, the appropriate mechanism must be provided by government to claim and maintain the right of new generation migrant workers. By proposing on government forces can call social forces to participate in this joint exercise to create a good social environment for the new generation migrant workers rights, on one hand, creating opportunities to enhance their overall quality, on the other hand,evoke their own social identity recognition, to more actively participate in the exercise of the activity and safeguard their rights, to add new light of harmonious civilization for the urban and rural construction.
