The development system of the public servants is to help them realize their career development. In china, with the publishing and implement of the public servant law, the public servants system has been definitely stabled as the form of law. Although the laws make some career development for the public servant through the institutions, there are still some space for improving and innovating systemically.The customs officers are the important part of the public servants, and as a whole, it is also the first experimental unit of the civil service system. The further reform policy and export oriented economy make higher requirements for the customs, which becomes urgently to promote the career development for the customs officers. But factually, there are a lot of deficiencies in the system of the customs officers’career development, which can not satisfy the customs and the career. So, it has to be improved.In this paper, the author elaborates the system of the public servants’career development regarding to the public servant law, and taking the example of the ChongQing customs, analyses the performance of the career development system, points out the problems and the causes. And then, according to the basic spirits and institutions of the public servant law, the author actually presents the ideas about the innovation and improvement of the customs officers’career development.In this study the author puts forward the main framework of the classification of the customs officers, matching with the systems of the specialist cultivation, professional training and post shift. Moreover, the author composes the professional classification and management, probing into the designs, ranks and phases of the different positions and then, discusses the specialist cultivation, including the systems of the specialist statue, rights and choosing.Lastly the author makes some suggestions aiming to the short comings of the professional training and post shift, which surely have positive effects on the improvement of the customs offices’career development.
