As an important component of modern human resources management department,career management is important for both public sector management and personaldevelopment. For the public sector, career management can improve the operationalefficiency, perfect the development, and implement "people-oriented" managementprinciples. For individual civil servants, career planning is helpful to tap individualpotential, promote professional ability, enhance their own development of purposefuland planned way, and improve the probability of success. As the important sectorshouldering international function, China Custom features in the organizationalstructure, post settings, human resource management. On this condition, this thesisintroduce the concept of career management into customs system, to improve humanmanagement of China Customs, which is of great practical significance.This thesis summed up the main problems existing in career planning of customcivil servants by the means of descriptive statistical analysis, though the questionnaireof career goal, welfare, education and training, etc of the SZ Custom. The problemsinclude that concepts is out-of-date, personal and organizational goals are inconsistent,and promotion opportunities is few, etc. In reference to the UK, Singapore and theUnited States civil service career development mode, This thesis build the newcustoms civil servants career management system from three parts, civil servantsposition classification, development strategy, development path. First of all, the"people-oriented" management philosophy is the basis of civil service managementvalues. And secondly, personal career planning goals should be consistent with thedevelopment goals of the Custom. Thirdly, optimizing the position and rankpromotion system is the key path. Finally, improve the career management evaluationsystem. I am looking forward to implementing the career management, establishingthe management system that is sustainable, and contributing to customs civil servantmanagement.
