As modern HR Management develops, Career Management has become one of its necessary parts of great significance. Effective career management is not only good for individuals to make success, but also contribute to, organizations to achieve targets smoothy. Customs system is the first department to implement Civil Service System in China. Customs Revenue has grown very fast and its social influence increased as well as the devlopment of out-door economics over the last decade. With the booming Customs team and import and export business, a higher standard is put forward for Customs Civil Service.To bring Career Management Concept into Customs Servant system is a result of Public Human Resource Management exploration and it is totally different from the old management system. The body of this dissertation includes four parts. The first part is about Career Management Theory, including the concept of career and career management, the basic theories of Career Management, the self- management in career, organization career management and its application. The second part focuses on the fundamental condition of China Customs, listing Wuhan Customs as an example. In this way can we analyzes the current status deeply and discovered its problem. The third part introduces some good practices on the implementation of Civil Service Career Management oversea. And the last part elaborates several suggestions on Civil Service Management in Customs System, including the levels, the specific, the safeguardsystem.
