The army cadres of science and technology shouldering the task of realizing the modernization of army on science and technology, only by strengthening the scientific management level, improving the working enthusiasm and creativity, it can effectively perform the mission of the army. In recent years, the army cadres of science and technology have made outstanding contributions to our national defense and military modernization construction, at the same time, their career development has also encountered some new situations and problems. In order to achieve management innovation development, the managers need to learn new ideas and methods from the modern human resources management. Career management is one of the important contents in modern human resources management theories. Effective implementation of career management, will not only help individual achieve their career goals, but also be beneficial to the successful realization of the organization goals. Therefore, it is very important to strengthen the army cadres of science and technology of the occupation career management for personal development and the organization mission completion at all levels.Firstly, this paper introduced the theories of career management, and made a concrete analysis on the domestic and foreign career management’s present situation. At the same time, it found that the career management research of the army cadres of science and technology in domestic is still in blank. Thus, on the base of practical work, uses a questionnaire to HH215cadres and STAT data analysis, this paper preliminary explains the domestic army cadres of science and technology career’s present situation, and analysis the relevant problems by using the method of empirical research. At the same time, this paper draws lessons from the American officer career management contents, management methods, career development model for reference. Then it proposes the army cadres of science and technology of individual career management and organizational career management, the basic steps of personal career planning, the channel of their developing, divides the career into four different stages, and analyses each stage’s characteristics and the task. Based on the analysis of the contents and the practices of career management, this paper forms a guideline from training and development, practice and exchanges, excitation and security, evaluation and appointment, providing a basic reference for the army.
