Government performance evaluation, as an important content of new public management, plays an important role in enhancing the government responsibility and in improving the government efficiency. In recent years with the great attention of government, an upsurge government performance evaluation comes out. After several years of boom, a variety of problems bring out in the actual evaluation process. Many districts had to stop the mass evaluation activities after carrying out for a year or two or three years due to various reasons. One District encountered the similar bottleneck at the tenth year of mass evaluation activities. In order to change the current situation, this district uses the network technology and carries on the innovation above the original performance evaluation system. This made it becomes a successful case in the mass evaluation of government performance activities.This paper firstly analyzes the characteristics and practice mode of the mass evaluation of government performance. A detailed analysis and deconstruction are presented on the traditional pattern of the event held by One District, which allows citizens and enterprises making evaluation of government performance. And a survey was made on the participants of this event by the method of questionnaire. Furthermore, this paper explores the applying of network technology to carry out the evaluation of the district based on the obtained data. Finally, focusing on the existing problems, the author unifies own work experience and puts forward several feasible countermeasures such as how to ensure objectivity and impartiality of the evaluation activities, how to strengthen the usefulness and operability of the evaluation result, how to keep the motivation and sustainability of the evaluation activities and so on.
