The key of the governance is to select and appoint people properly. The initial nomination of cadres is the basic procedure and the primary part linked to select and appoint government cadres. At the same time, it is also the “source project” of studying the candidates nominated, appointed or exchanged. That is to say, this part needs to be regulated and expanded on democracy. The initial nomination of cadres is a hot topic concerned by masses of cadres, even all classes of our society. The Cadre Appointment Regulations promulgated in 2002 has played an important role in regulating the cadres’ selection and appointment. To the regret of us, it doesn’t make the specific details about the nomination. Owing to these behavior existing among cadres, the newly revised Cadre Appointment Regulations of 2014 has made specific stipulations on the “motion” of cadres. However, the content is still not specific, and it is formulated mainly aiming at the start of the work procedure. This paper regards the case of regulating initial nomination of cadres in Bazhong City as the object of study, aiming to establish a sound, simple, convenient, scientific and regulated mechanism of initial nomination of cadres, which can motivate the enthusiasm of all aspects. If so, we can prevent, rectify bad tendencies and constantly enhance the credibility of the cadre’s selection and appointment.This paper is divided into six major parts: Introduction, Basic Theory, the Case Description of Regulating Initial Nomination of Cadre’s Selection and Appointment in Bazhong City, the Analysis of Value Utility of Regulating Initial Nomination of Cadre’s Selection and Appointment in Bazhong City, Establishing a Scientific and Regulated Initial Nomination Mechanism of Cadre’s Selection and Appointment, and Conclusion and Enlightenment. The paper mainly takes the present adopted approaches about the regulation of initial nomination in Bazhong City as the core content by the literature research, comprehensive analysis, consulting interview, etc. This paper analyzes “who will nominate”, “ who will be nominated” and “how to nominate” systematically and make a corresponding summary. It also makes a deep exploration on the mainly adopted approaches, the practical significance, the existing problems, the reasons, the value utility and its influence. Based to the newly revised Cadre Appointment Regulations of 2014, this paper puts forward the solutions and suggestions that fulfill the requirements of social development for the Cadre’s initial nomination, and provides beneficial reference for further promoting the scientific, democratic and institutionalized construction of cadres work, combined with the innovative approaches to regulate the initial nomination of cadres in different places.
