Urban management involves the process steps of urban planning, development, construction and management, which is a complicated commitment, directly affects the public interest and in effect an integrated project aimed to enhance the living environment of the community, to increase the competitiveness of the city, which calls for broad participation of the public and strong support from NGO (Non-government organization).The practice proved that in the participation of urban management, through its spirit of volunteer, dedication and public welfare, NGO is able to properly solve all kinds of social issues during the social conversion period and promote the harmonious development of urban management.Similarly, urban management provides NGO with a platform for developing. Urban management and NGO are complementary to each other. The government should attach importance to the construction of NGO and positively create beneficial environment for the sound and sustained development of NGO.However, NGO in china starts relatively late and have a short history in this country, added with low awareness among the general public as well as the poor development of civil society, many NGOS are just grassroots-based and are in the stage of exploring and running-in. Many problems occur in its development which need further attention and more support.
