Traditionally, the strategy of exporting democracy has always been an importantforeign policy of successive US administrations. Americans believe in the democraticpeace theory and regard its own democracy as the universally best democracy, andmake every efforts to export American democracy to other parts of the world,particularly to some developing countries. After the "9.11" occurred, terrorismbecame the first threat to the United States, and the Middle East was considered thebirthplace of terrorism and has been paid great attention by the United States. thestrategy of exporting democracy will focus on the implementation in this region.However, after two administrations of Bush and Obama’s efforts, the strategy failed toachieve its political objectives, even worse, America encountered difficulties in theMiddle East. There are plenty of reasons, such as the big amount of countries in theMiddle East, different religions, special political traditions, different level ofeconomic development and social development and so on. But except for thesereasons, the American forceful policy implementation practices of exportingdemocracy in the Middle East after the "9.11"are closely related.
