After "9·11" event, Americans from the leadership to the masses began to pay attention to their homeland security. In the eyes of the bush administration, most of the terrorists who launched the "9·11" attack came from the Middle East, and the Middle East is the "seedbed" for terrorism in the world. After repeated brewing and planning, U.S. "Middle East Partnership Initiative" was proposed formally in 2004. Through the way of democratic transformation, U.S.'s aim is eradicate the terrorism and protect America's Middle East hegemony."Middle East Partnership Initiative" is an important component of U.S. global strategy, its proposed marks the United States abandoned the "sacrifice democracy in exchange for stability" of traditional practices, began to extend democracy in the Middle East, and attempted to establish "good governance" government in the Middle East and knowledge-based society, promote economic development in the region. This paper includes introduction, text and conclusion.The Middle East is rich in oil and gas resources, has important strategic position, and is an international political hot spot, while the U.S. is the world's superpower and great power, so U.S. "Middle East Partnership Initiative" is destined to receive much attention by the international community. This paper selects U.S. "Middle East Partnership Initiative" as its theme, and has a comprehensive and systematic reading on it.The introduction gives an account of significance of choosing this topic, the studying situation and the studying method. The text consists of four parts. The first chapter introduced the background of U.S. "Middle East Partnership Initiative", points out that there are three basis of the initiative:the historical basis—the export of democracy strategy, the theoretical basis—"the Middle East democracy exceptionalism" and "the democratic peace thesis", the reality basis—the United States strategic interests in the Middle East; The second chapter summarizes the formation process and the main contents of U.S. "Middle East Partnership Initiative", and gives a comparative analysis to the two versions of "Middle East Partnership Initiative"; The third chapter analyzes the implementation means of this plan, the implementation situation in the Middle East, and the responses from the Middle East to the scheme; The fourth chapter comments on U.S. "Middle East Partnership Initiative", which focuses on the impact, problems and outlook. Among them, the third chapter and the fourth chapter are the most important part of the dissertation. The conclusion points out the grave fault of U.S. "Middle East Partnership Initiative" is its basic assumptions are wrong, and if America's future Middle East policy wants to implement effectively, have to set the security and stability in the Middle East as precondition, only in this way, the Middle East can get progress on the road to democratization.
