Research On The Multiple Subjects'cooperation In Urban Community Governance

With the advance of Urbanization and the development of Urban-rural integration movement under the background of modernization."Reconstruction of the community" has become the ideal of modern urban social construction.Community as the representative of urban grassroots governance,the structure of community governance is constantly changing,community developing emerges a new trend.From disintegration of the street system to reform of the unit system to appearance of the community system,the paradigm of urban grassroots governance has been changed.This also provides a development space for the multiple subjects of urban communities,autonomous forces in the community,such as community neighborhood committees,community owners committees,community residents ect.Beganing to play their respective forces,play roles in community governance.At the same time,social organizations are also involved in community governance.Volunteer organizations,social workers and some profitable organizations also play an active role in becoming one of the main body of community governance.The emergence of multiple subjects in the community providing a new governance ideas,its core lies in the equal participation of stakeholders,to formulate binding rules,construct an effective,responsive governance structure,this requires on the basis of balance of multiple interests to establish a multi-cooperation platform,for the development of community governance to explore new direction.This article selected Shangcheng District in Hangzhou city as a sample,Shangcheng District is the first birthplace of new China's Community Committee,but also one of the Ministry of Civil Affairs community governance and service innovation pilot area in the grassroots,governance through the concept of community governance breakthrough and practice innovation,it has accumulated a wealth of practical experience.Therefore,this article selected the city as a case to study,through the field investigation and in-depth interviews with the city,combined with the relevant literature,to analyze the current situation of urban governance in the urban community,to explore the issues of multi-subjects' cooperation.This paper is divided into five chapters,the first chapter is mainly through reviewing the domestic and foreign research on community governance to get the research topic of this paper.The second chapter mainly elaborates the theoretical basis.Based on the theory of governance,social capital theory and cooperative game theory.Governance theory emphasizes the division of power between different subjects and how to carry out the cooperation of multiple power subjects,which provides a strong theoretical guidance for community governance;Social relations theory provides institutional norms for multiple subjects;Cooperative game theory provides an effective model for multi-subject cooperation in urban community governance.The third chapter mainly analyzes the practice of community governance in Shangcheng District,combined with the interview case,clarify the current situation of multi subjects cooperation in the city.Although the multi subjects in a certain extent become interdependent,continuous integration,but in the course of practice will lead to conflict due to differences of interest.The fourth chapter further elaborates the dilemma and the reason of the multi subjects cooperation in Shangcheng District.Drive of the interests,the same goal constitutes the basis for the multi subjects cooperation,and in order to achieve community macro goals of good governance,multi subjects still have dilemmas in this process,such as there is no integration between multi subjects,modes of cooperation are limited,overnance structure is imperfect,as well as the diverse needs of community residents is difficult to meet.Community governance system is not optimized,lack of social organization participation and community system norms,the level of residents' autonomy does not improve are all the causes of the problem.Chapter five puts forward the specific path choice to promote the cooperation of multi subjects in urban community: to promote innovation of Community governance system,to expand the participation path of multi subjects,to establish a sound community system norms and to strengthen the function of residents' autonomy.
