Urban Community Governance With The Participation Of Multiple Subjects

The community is the basic unit of the city.Community governance is an important part of city management.It stated in The Report of 19 th National Congress of CPC that to strengthen and innovate social management includes the strengthening and innovation of the community,which will lay the foundation of city management.With the building of Chinese service-oriented government,the new service model of community governance will be explored and attempt to introduce multi-subjects into it will be adopted to improve the efficiency of the community governance so that the people-first concept will be displayed in city management.However,under the leadership of the Party organizations,community institutions and property companies are still the main participants in community governance,which leads to the insufficiency of external principal sources.What's more,the problem is that cultural service is predominant in the governance and that the narrow scope of governance is far from meeting people's needs.In view of the importance of urban community governance and the practical problems in it,this paper adopts literature research method,survey method,case analysis method and contrastive analysis method.It takes Community Huagong in Bincheng District in Binzhou City as an example to study the community governance.This paper will analyze the management status in urban communities governance in order to point out the problems in governance and the causes of the problems.Besides,Having learned from the good lesson of multiple entities participating in governance at home and abroad,this paper tries to sum up the methods of feasible community governance.Based on it,this paper proposes community governance strategies that can promote the participant of multi-subjects in Community Huagong and similar regions.This study not only can help to guide the improving of governance in Community Huagong,but also can provide a practical theory to the solution of multi-subjects participating in urban community governance.The research found that urban communities have the characteristics of complex population composition,which makes it difficult to manage the community.Although there has been some lessons in urban community governance,there is still a lack of policies and regulations.It leadsto lack of evidence for community governance.It will and can cause the following problems : the patterns of government regulate do not meet the needs of the community service;The methods of community governance are single;policy will be poorly implemented;governance methods are inconsistent with people's habits;Community self-government affects the efficiency of community governance;cultural construction in community affects the effect of comprehensive governance.Whether it is multi-center participation theory,new public management theory,or community conflict and interaction theory,it is proposed that traditional management methods and policies should be innovated in community governance: We should introduce multi-subjects participants and change the status of the government from dominance to guidance and change the functions of the government from manage-oriented to service-oriented and introduce multi-Centre management to give full play to the power of the society.Therefore,in the governance of urban communities,we should adhere to the above theories and draw on domestic and foreign lessons and build a model organization structure of multi-subjects participating;By improving the policies and regulations of multi-subjects participating in community governance,we should reduce the regulation of the government and introduce multiple participation in community governance and change the working methods and respect the customs and habits of the people and improve the construction of the “the democratic self-government of the working committee” system and give full play to cultural construction of the community in order to improve the effect of governance;It is also necessary that the guarantees in terms of ideas,inputs,and talents should be provided to ensure that the optimal governance strategies of urban communities are implemented.
