Multi-subjects Participate In Community Governance Research

In this article,Yangpu District of Shanghai is selected to conduct the research on the multi-subjects participation in community governance,which has meaningful value in the following two aspects.First,in the theoretical system,community governance is a long-term topic in the social field,so as the multi-subjects participation in community governance.The research on the dilemmas and countermeasures of multiple participation in community governance is of great significance to the process of building and developing communities in the new era of China and specialization and legalization of multiple participation.Second,in practice,the 19 th National Congress of the People's Republic of China proposes to establish a social governance model based on collaboration,participation and common interests.Community governance has become an important component of the national governance system.It is particularly important for upgrading the country's governance capacity in the new era to achieve optimal community governance capabilities by improving the level of multi-subjects participation.Define the grass-roots government,residents' committees,owners' committees,social organizations,and residents as "multi-subjects",rationalize the relationship between"multi-subjects",improve the concept of community governance,use "multi-subjects" to participate in community governance,and improve the overall level of community autonomy,rely on multiple forces to make up for the phenomenon of "government failure" and "market failure”.Only when the autonomy between "multi-subjects" gradually forms a co-governance,the "seamless convergence" of urban management can be as fine as embroidering.At the same time,starting from the actual status quo and major practices of community governance in various neighborhoods(towns)of Yangpu District,we will analyze the organizational structure of Yangpu District's community governance,“multi-subjects” and their role positioning,learn from domestic and overseas theoretical and practical experience and summarize the successful experience in a timely manner.Based on the experience,we will provide suggestions and opinions on the function adjustment and homing of various social autonomy entities,facilitation of community residents participation in community governance,improvement of community governance concepts and etc.,which is significantly important to the promotion of harmonious community development and the safeguard of social stability.
